Government

The Town of Windsor is governed by a seven member Town Council. The Councilmembers as well as the Mayor are elected at large. The Vice-Mayor is elected from the members of the Town Council by the Town Council. The Town Council appoints a Town Manager to oversee the day to day operations of the Town, as well as the development and implementation of the Town’s operation budget. Town Council meets every month on the second Tuesday of the month at 7:00 p.m. at the Windsor Town Hall.

The Town Council appoints a seven member Planning Commission. The Planning Commission is charged with the development of the Town’s Comprehensive Plan. The Planning Commission advises the Town Council in any matter that is related to planning for the future of the Town of Windsor. The Planning Commission meets every fourth Wednesday of the month at 7:00 p.m. at the Windsor Town Hall.

The Town Council nominates and the Isle of Wight County Circuit Court appoints a five member Board of Zoning Appeals. The Board of Zoning Appeals hears all variance cases as well as any appeals of decisions made by the Zoning Administrator. The Board of Zoning Appeals meets on an as-needed basis at the Windsor Town Hall.
